so I posted this kind of as a joke once but it's actually pretty true; in lieu of Kudou, Snake kind of became the one Heiji ended up fixating on to a point where it was like uhh what's going on there. Heiji spends a lot of time in canon being ridiculously affectionate with people and especially Kudou, so that was really fun to play out, as was his complete obliviousness as to how some of that affection was affecting Snake as well. Except I guess unlike in canon, the person he ended up paying all this extra attention to ended up actually ended up interested in him, so hahaha that was fun too.
Also fun was Heiji being 50-50 about whether Snake was a TOTAL JERK or actually a nice person, which I think has been... resolved, you might say, though I'm sure they'll annoy each other a bit far into the future. In any case, playing out makeouts is fun.
Heiji has a lot of conflicting feelings about Snake, like mild annoyance that no one believes him that Snake can be rude, plus being a bit disgruntled about liking Snake more than Snake likes him back while simultaneously realizing that it's illogical to be annoyed by it because it's not even Snake's fault which annoys Heiji EVEN MORE, it's hard to be tsun. But whatever those other feelings might be, I think it's quite clear that Heiji cares about Snake a whole heap of a lot.
I think one of the things that makes their dynamic interesting is that Snake challenges Heiji by virtue of being Snake. Like he's dating someone six years older than him, so Heiji feels like he needs to step up a bit and temper some of his usual mercurial temperament. It's nice to be able to play with some ways in which Heiji is sometimes weirdly idealistic and rather opinionated about romance. And of course, Heiji's got a bit of a jealous streak, so that's fun, too. Oh yeah, and also that this is a bit confusing for him because snake is a guy? does he like guys?? or just snake?

But yeah, he's quite fond of you, Snake. You're not allowed to leave.
